This is a thread from the old Ning forum that I started:
Maneuvers are not explained - this is my clarification.
Maneuvers are:
1)Wheel: Inner man stationary move cost equal to distance moved by outer figure.
2)Face to flank: Unit ends up facing exactly 90 degrees to original front.
3)Line to col or col to line: Unit ends up facing exactly 90 degrees to original front.
4)about turn: 180 degres to original front.
My aim here is to come as close as possible to what Tony intended.

With P&P as with many other old school war game rules I think there are a few unwritten rule conventions which are now lost in the mists of time. Time now to ask a few people who actually played Tony before they die. You could start with Phil Barker.
I'm saying any complicated maneuvers (and wheels over 30 degrees) will cost half a move which is implied in the rules...and possibly making that a full move for levy and troops which other rule sets would class a irregular....but them I'm a revisionist.

That is interpretation is as likely to be valid as mine. At the end of the day what matters is to agree to an interpretation and stick to it.
>possibly making that a full move for levy and troops which other rule sets would class a irregular
this would be a sensible extension to the rules.
